This Human Development Report focuses on gender and development, highlighting the persistent under-valuing of women's work and the limited opportunities available for women's advancement.
It introduces the first measures for gender inequality, the Gender Empowerment Measure (GEM) and the Gender and Development Index (GDI). These measures allow cross-country comparisons as well as country rankings of performance with respect to gender equality. GDI is similar to the Human Development Index (HDI), which measures country achievement in basic human capabilities such as education and standard of living. The GDI is adjusted for gender, taking account of the inequality of achievement in the HDI indicators between women and men. A country is therefore penalised on their rankings when the disparity for a particular indicator between women and men is high. Thus, the greater the gender inequality in basic measures, the lower a country's GDI will be compared to its HDI. GEM measures whether women and men are able to actively participate in economic and political life and whether they have access to decision-making.
