This paper describes research where we partner with two non-governmental organisations (NGOs) – one international and one Somali – and undertake a randomised control trial of a CDD matching grant programme designed to incentivise informal contributions for local public goods in Gedo region in south-central Somalia.

As the Taliban take control of Afghanistan once again, questions are being raised about the possible curtailment of women’s access to humanitarian support. K4D recently undertook a rapid review of the literature published between 1996 and 2001 on this topic, including humanitarian agency reports, evaluations and academic articles, and consulted leading experts on the issue.

K4D publishes monthly Humanitarian Evidence Summaries which include the latest relevant evidence and discourse across seven themes: enhancing protection and humanitarian access; needs assessment and analysis; accountability to affected populations; cash programming; managing risk, preparedness and anticipation; resilience and protracted crises; issues related to the Grand Bargain Commitments.

Civil society monitoring and advocacy that is vertically integrated across different levels of action is one strategy for seeking government accountability. This case study summary is one of a set of seven from the Philippines. Each discusses a civil society campaign in a different sector, and draws out lessons for vertical integration.
