How has economic reform affected agriculture in India? Can the government liberalise the food market? And if it can, how can reform be achieved? Research by the University of Birmingham found resistance to reform at all levels - organisational, institutional, and social. Nevertheless, the study suggests that the Indian government has the capacity to overcome some of these barriers, provided that effective measures are taken.
