Has globalisation helped businesses in Malaysia and Brazil?

Property titling enables tax collection and encourages private investment. Yet, governments across the developing world often fail to invest in land registration systems, such as cadastral maps, that record land ownership and values.

The proliferation of attempts at regional cooperation has been a constant characteristic of Latin American politics for more than half a century.
