Oxfam, is one of the leading global development organisations, that mobilises the power of people against poverty. We are a diverse confederation of 19 strong interconnected national affiliates working in over 90 countries, either directly, or with partners to enable transformative change, using a unique combination of long-term development, campaigning and humanitarian programmes. 

Steady economic growth has led to a gradual reduction in overall poverty in Indonesia and significant progress has been made in reducing poverty of the population to less than 12% in 2013. Out of a population of 254 million, more than 30 million Indonesians currently live below the poverty line and approximately half of all households remain clustered around the national poverty line set at 200,262 rupiahs per month ($16.6). These ‘near poor' households are very vulnerable to shocks such as food price increases, environmental hazards, and ill health, which can easily drive them straight into poverty.

Despite recent improvements, the education, health sectors and public services still lag behind other middle-income countries. High rates of child malnutrition and maternal mortality, and inadequate access to education, safe water and sanitation are persistent problems among poor communities. Likewise, millions of small farmers, farm workers and fishers are unable to tap into the opportunities offered by years of economic growth. They are often geographically isolated and lack access to agricultural extension services, markets and financial services. Last, but not least, Indonesia’s unique geography of 17,000 islands and location on the Pacific Ring of Fire with 129 active volcanoes, makes the country highly vulnerable to sea-level rise, natural disasters, earthquakes, and volcanic eruptions. Flooding has the largest impact on people’s livelihoods, while earthquakes, tsunamis, and volcanic eruptions are the most threatening hazards faced by Indonesia.

Oxfam’s work in Indonesia has therefore centred around reducing poverty, specifically of women, and addressing root causes and inequalities, but also improving resilience of those that face the impact of natural disasters and climate change. Oxfam has set for itself the ambition to find different and better ways of addressing the chronic issues of poverty, inequality and resilience and we seek to work with many others to make this happen. We are keen to adopt new and relevant approaches, which includes working with the Private Sector, with young people, and with multiple partners. We are therefore looking for a Country Director who can lead the Oxfam team in making a difference for people in Indonesia and Asia; who likes to work differently and is ‘future focused;’ and who is decisive and inclusive.

The Country Director will contribute and implement Oxfam’s Global Strategy, by providing vision and strategic direction to all of Oxfam’s work in the Country. This includes Oxfam’s humanitarian responses, long term development programme design and implementation, advocacy and policy and influencing. Responsible and accountable for the strategic direction and effective management of the Country programming ensuring development, continued improvement in quality and impact of programmes and effective financial and human resource management in line with Oxfam Policy.  

We particularly welcome applications from women and those from the global south, as we aim to increase diversity and underrepresented groups at senior management level. We hope to recruit an Indonesian national into this important strategic role, however candidates with experience of working in Indonesia or similar contexts will be considered.

Contract Type: Four years, fixed term

In addition to a competitive salary, of which Oxfam will pay 100% of any tax and social security liabilities relating to your employment, you will receive benefits tailored to your individual contract. Selecting process and assessments commencing from 16th February 2018 - early March 2018. As part of the selection process, we will be asking shortlisted candidates to complete an Occupational Personality Questionnaire.
