Health Policy and Communications Specialist
The U.S. Embassy Abidjan is seeking eligible and qualified applicants for the position of Public Health Specialist (Health Policy and Communications Specialist) for CDC/PEPFAR, Cote d'Ivoire. Under the supervision of the CDC Country Director, the incumbent serves as the senior health communication and health policy advisor to the Centers for Disease Control and Prevention (CDC) Côte d'Ivoire Country Director and Senior Leadership.
Job holder is responsible for designing strategies, developing complete communication plans that promotes information sharing of CDC Côte d'Ivoire health activities, resolving public affairs challenges, and advising on the host country policy environment and the best positioning of CDC to support the country's national public health portfolio. Job holder serves as CDC representative with other donors as well as with interagency committees. Job holder provides leadership for communications and health policy advocacy, especially as it relates to the relationship and health diplomacy between the United States Government (USG) and the Republic of Côte d'Ivoire. Public communication and media relations are a component of this job.
In conjunction with the U.S. Côte d'Ivoire Mission's Public Affairs section and CDC Atlanta HQ, the incumbent serves as CDC's liaison with the press and members of the public. The position is located in CDC Cote d'Ivoire Office and position supervises one Administrative Assistant (Translator).

EDUCATION: Masters' Degree in Public Health, Mass Communication, Health Communication, or Health Policy, or host country equivalent in Public Health, Nursing, or Health Policy is required.
Experience: A minimum of three (3) years progressive experience with a focus in Health Communication is required.
Job knowledge: Mastery of communication principles, methods, practices and techniques; analytical methods; and interpersonal relations practices is required. Language: English Level III (Good Working Knowledge) speaking/writing/reading and Level IV (Fluency) speaking/writing/reading of French are required. English Language Proficiency may be tested.rograms is also required.
Skills and abilities: Strong interpersonal skills to work with all levels of staff in a team setting to accomplish program goals are required. Excellent oral and written communications skills are required in order to convey program activities, progress, policies; to influence CDC implementing partners to adopt appropriate communications strategies for their program activities. Also to increase Ivorian and American audiences understanding of CDC activities. Good working knowledge of computer software programs such as word processing and spreadsheets and of social media outlets is required. Regular demand for keyboard with good working speed and accuracy for use in preparation of reporting documentation is required. Skills to understand and explain complex public health programs; to understand and communicate to government, private sector, citizens of Côte d' Ivoire and the United States; and to demonstrate effective diplomacy is needed. Supervisory and management skills are expected.
Summary: The work schedule for this position is Full Time (40 hours per week). Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
