Individual consultancy for analysis of cash-based social protection programmes for children in Moldova

UNICEF Moldova is looking for a consultant to analyse social protection programmes for children in Moldova.

Objective: The purpose of this consultancy is to better understand the extent to which Moldova's social protection system is serving the needs of children and their families – especially the most disadvantaged – and to put forth recommendations as to how to make it more child-sensitive. This will further inform UNICEF's advocacy efforts and its support to the Ministry of Labour, Social Protection and Family on promoting children's right to social protection.

The focus of this analysis will be on the key cash benefits reaching children. These include birth allowances, child care allowances (for insured and uninsured children), Social Aid, Material Aid for families with children, benefits for children receiving alternative care, and other allowances for families with children that are administered at the local level. A mixed-methods approach is sought, including a desk-review of existing materials; secondary analysis of the Household Budget Survey data and programmes' administrative data; key informant interviews; and basic budgetary analysis of programmes' expenditures and sources of financing.
