PDCS is an independent, impartial, non-governmental and educational institution. It is part of an international network of educational centers of Partners for Democratic Change (PDC) in twelve countries of Central and Eastern Europe, the United States of America, and South America.

It provides mainly educational, training, consultation, and facilitation services to both Slovak and foreign organizations. Through its activities, PDCS encourages active participation of citizens in decision-making on issues of public interest, seeks out and supports cooperation among various groups of citizens, governmental and nonprofit organizations.
