Founded in 1992 in order to enhance the local government capacity and to stimulate the citizens' involvement in decision making and local governance.

Civitas’ objectives are to:

• develop and implement local and regional development programmes
• develop the relations between local government and population, to support local initiatives
• organize specialized consulting in various fields for local governments
• organize training courses for local public officials, both elected and appointed
• support the establishment and functioning of non-governmental organizations
