    The number of supermarkets in Vietnam is increasing due to government incentives, increased urbanisation and growing purchasing power. However, for price and access reasons, street vending remains the dominant retail mode. Poor consumers also often reject shopping at supermarkets because of freshness concerns. For many, supermarkets serve as pure entertainment.

    Has economic analysis improved regulatory decisions?

    This paper provides an assessment of government-supported economic analysis of regulation. It argues that while there is growing interest in the use of economic tools, such as benefit -cost analysis, the quality of analysis in the US and European Union frequently fails to meet widely accepted guidelines. The relationship between analysis and policy decisions is also found to be tenuous.
