    Half of all the community livestock workers (CLWs) studied were found to have a good to excellent impact upon animal health care services. The evidence also showed improvement in the accessibility of services with knock on benefits for production and producer welfare.

    This paper discusses some of the reasons for decades of development failures in the pastoral area of Turkana District, Kenya. In the final analysis, the lack of local participation in development intervention, due to poor extension services, is identified as the main reason for failure.
