    An integrated urban upgrading initiative was implemented the low-income neighbourhood of Ribeira Azul in Salvador, Bahia, Brazil in 1999. The program combines infrastructure and social interventions and is thought to have had a positive impact on living conditions. Now forming the basis for the State's urban development strategy, the similar programmes are to be implemented state-wide.
